The Budget Analyst position within the Department of the Treasury's Large Business and International (LB&I) Division is a critical role that involves evaluating, reviewing, and monitoring resource justifications, allocations, and usage for assigned program areas. The analyst will focus on ensuring conformance with the Division's business plan, the IRS strategic plan, and performance measures. This position requires a thorough analysis of resource needs, usage, and key budget issues, identifying and responding to budgetary challenges within the assigned areas. The analyst will assess the financial impact of management decisions on budget programs and will be responsible for researching and analyzing budgetary and financial issues concerning their assigned program areas. In addition to these responsibilities, the Budget Analyst will develop, review, and analyze resource proposals for Division programs. This includes coordinating budget submissions and justifications, and working closely with the Chief Financial Officer to facilitate responses to Treasury, OMB (Office of Management and Budget), and Congressional staff regarding Division financial plan resource matters. The role also involves providing technical advice and assistance on the status of budget submissions, reviewing changes, and assessing the program impact of budget cuts or legislative changes. This position offers career progression opportunities, allowing individuals to be non-competitively promoted as they gain experience and meet the necessary qualifications. For example, an individual may start at a GS-05 level and progress to a GS-11 level within a few years, depending on performance and experience.
