About the position

The Budget Analyst position in the Air & Radiation Division of the EPA's Region 9 is responsible for providing authoritative budget guidance and expert advice to management on fiscal management matters. This role involves managing the division's budget formulation process, executing budget strategies, and ensuring compliance with reporting requirements. The position requires regular physical attendance at the duty station in San Francisco, CA, with occasional travel expected.

Responsibilities

  • Serve as principal advisor to the Division Director and management on fiscal management matters.
  • Manage the division's budget formulation process and direct the execution of budget strategies.
  • Develop systems to track, monitor, analyze, and communicate the division's budget to management.
  • Provide senior-level support for operational resources including FTE management and reporting requirements.

Requirements

  • 1 year of specialized experience equivalent to the GS-12 level in budget management and fiscal guidance.
  • Knowledge of financial management and program objectives of the organization.
  • Skill in analyzing program-budgetary relationships and multi-year program grants.
  • Ability to manage significant extramural and FTE resources in multiple appropriations.
  • Skill in interpreting legislative and regulatory policy guidance.

Nice-to-haves

  • Experience with federal budgetary policies and procedures.
  • Familiarity with EPA's financial management systems.
