About the position

The position involves providing expert advice and assistance to managers in developing program and budget requests, ensuring compliance with higher-level requirements, and conducting financial analyses to support effective budget management. The role includes drafting procedural instructions, reviewing budget requests, and guiding managers in justifying funding needs, ultimately contributing to the financial planning and operational efficiency of the organization.

Responsibilities

  • Provides advice and assistance to managers in the development of program and budget requests and related supporting documentation.
  • Drafts procedural instructions and policy guidance for use by officials in planning and estimating funding needs for staffing, contractual service, equipment, travel, etc.
  • Reviews and edits budget requests submitted by subordinate units to assure that they conform to higher level requirements.
  • Conducts annual year-end closing activities and reconciles with accounting records.
  • Consolidates and validates input from field units for presentation of the budget.
  • Provides advice and guidance to managers on writing budget justification responses in order to obtain and defend funding requests as well as to help prioritize budget requirements.

Requirements

  • Must be a U.S. Citizen or National.
  • Males born after 12/31/1959 must be Selective Service registered or exempt.
  • Subject to satisfactory adjudication of background investigation and/or fingerprint check.
  • Successful completion of one year probationary period, unless previously served.
  • Must successfully pass the E-Verify employment verification check.
  • Specialized experience equivalent to the GS-11 in the Federal service.

Nice-to-haves

  • Experience in providing technical advice and consultation on budget program issues.
  • Experience in identifying and analyzing trends in financial data.
  • Experience in performing analysis of assigned program budgets.
