About the position

The Budget Analyst is a junior-level professional role responsible for applying budgetary and finance accounting principles to assist in the development and preparation of the City's annual budget and capital improvement program. This position involves analyzing budget requests, conducting research, and preparing reports to support budgetary decisions. The analyst serves as a liaison to various departments, providing guidance and support in budget preparation and performance measurement.

Responsibilities

  • Serve as budget representative to various departments, assisting budget liaisons in the preparation of the annual operating budget.
  • Analyze budget requests and provide data to assist with recommendations for inclusion in the city's budget.
  • Assist with the development and preparation of the city's annual operating budget publication.
  • Provide support with the preparation of the city's Five-Year Capital Improvement Program.
  • Interact and communicate with budget staff, co-workers, and other City employees regarding budget matters.
  • Conduct budget research and complex statistical analyses; prepare summary reports, financial models, spreadsheets, databases, charts, and graphs for presentation.
  • Receive, review, prepare and/or process budgetary reports, procedures, memos, and correspondence.
  • Identify and define issues, determine appropriate methods of approach and analysis, and conduct or facilitate analysis of relevant data.
  • Assist with forecasting future revenues, expenditures, and financial trends; analyze sources of revenue and project future income.
  • Review and approve purchase requisitions and budget transfers for all city departments.
  • Develop an in-depth understanding of the city's finance and budgeting system and support annual maintenance and updates.
  • Facilitate budget training and outreach with various departments as required.
  • Assist staff with administering the city's budget system and provide end-user support as needed.
  • Work with various city departments to develop and maintain performance measures.
  • Apply research tools and techniques using various sources.
  • Make recommendations with appropriate justification and develop and implement a plan of action.
  • Prepare, review, and present clear, accurate, and concise findings and reports.
  • Perform all work in compliance with applicable policies, procedures, regulations, and generally accepted accounting procedures.
  • Develop reports, data extraction tools, and financial queries for city departments; design and edit reports for the budget document and ad-hoc assignments.
  • Perform general administrative duties as required.

Requirements

  • Bachelor's degree in Accounting, Finance, Economics, Public or Business Administration, or related field.
  • Minimum of 3 years of experience in budgeting, accounting, or data analysis, preferably for a government or non-profit organization.
  • Strong computer skills in Internet, word processing (Word), spreadsheet (Excel), database (Access), and PowerPoint applications.

Nice-to-haves

  • Prior knowledge of Munis financial management software.
