About the position

The Budget Analyst position within the Department of the Treasury, specifically in the Large Business and International (LB&I) Division, involves a comprehensive role focused on evaluating, reviewing, and monitoring resource justifications, allocations, and usage for assigned program areas. The analyst will emphasize conformance with the Division's business plan, IRS strategic plan, and performance measures. This position requires the analyst to provide periodic analyses of resource needs, usage, and key budget issues, identifying and responding to budgetary concerns within their assigned areas. Additionally, the analyst will assess the financial impact of management decisions on budget programs, ensuring that all financial activities align with the overall strategic objectives of the IRS. The role also includes researching and analyzing budgetary and financial issues, developing and reviewing resource proposals, and coordinating budget submissions and justifications. The analyst will work closely with the Chief Financial Officer to facilitate responses to Treasury, OMB, and Congressional staff regarding financial plan resource matters. Furthermore, the position requires providing technical advice and assistance on the status of budget submissions, reviewing changes, and assessing the program impact of budget cuts or legislative changes. Responsibilities

  • Evaluate, review, and monitor resource justifications, allocations, and usage for assigned program areas.
  • Provide periodic analysis of resource needs, usage, and key budget issues.
  • Identify and respond to budget issues within assigned areas.
  • Assess the financial impact of management decisions on budget programs.
  • Research and analyze budgetary and financial issues concerning assigned program areas.
  • Develop, review, and analyze resource proposals on Division programs.
  • Coordinate budget submissions and justifications with the Chief Financial Officer.
  • Facilitate Division responses to Treasury, OMB, and Congressional staff regarding financial plan resource matters.

Requirements

  • Three years of general experience, one year of which was equivalent to GS-04 level in the Federal service, or a four-year course of study leading to a Bachelor's Degree in any field.
  • For GS-07 level: 1 year of specialized experience equivalent to GS-05 level, or Superior Academic Achievement (SAA) qualifications.
  • For GS-09 level: 1 year of specialized experience equivalent to GS-07 level, or a Master's degree in a related field.
  • For GS-11 level: 1 year of specialized experience equivalent to GS-09 level, or a Ph.D. in a related field.
  • For GS-12 level: 1 year of specialized experience equivalent to GS-11 level, including experience with the federal budget process and analytical techniques.
