About the position

The Budget Analyst position at the Department of Homeland Security involves analytical, technical, and administrative duties related to the budget administration process. This includes budget formulation, justification, presentation, enactment, and execution, as well as contract administration and oversight. The role is critical in developing and implementing budgetary policies and forecasting funding needs for the Coast Guard's programs.

Responsibilities

  • Develop, recommend, and implement budgetary and financial policies at the Directorate, Office, and Division level.
  • Project and analyze the potential effects of budgetary actions on program viability and attainment of program objectives.
  • Forecast long-range office and division-level funding needs (e.g., 3 to 5 years or more into the future) and develop timetables for obtaining needed funding for new or modified substantive government programs.
  • Achieve and maintain certification as Contracting Officer's Representative (COR) and perform all functions related to contractor oversight.
  • Provide program support and analysis for the Maritime Security Risk Analysis Model (MSRAM) and other future risk analysis models.

Requirements

  • Must be a U.S. Citizen or National.
  • Must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector.
  • Experience in developing budget estimates for funding requirements and formulating, monitoring, and reporting on a structured budget.
  • Ability to identify, analyze, present, and resolve budgetary problems utilizing automated budgetary systems.
  • Experience serving as a work group leader and as Contracting Officer Representative/supervisor of a contracted facility.
