About the position

The Budget Analyst position at Intrepid Solutions involves supporting the US Army TENCAP client in Alexandria, VA. The role is focused on managing the total budget program for one of the largest field organizations, ensuring effective budget formulation, justification, presentation, and execution. The analyst will be responsible for various budgetary functions, including monitoring obligations and expenditures, certifying fund availability, and preparing budget reports.

Responsibilities

  • Support the total budget program for major operations or projects.
  • Perform all phases of budget management including formulation, justification, presentation, and execution.
  • Administer the Agency Operating Budget and related budget reports.
  • Research, compile, and summarize data for budget estimates.
  • Monitor and analyze obligations and expenditures during the budget execution phase.
  • Ensure appropriateness of requested expenditures by reviewing obligations and commitments.
  • Certify availability and correctness of funds on financial documents.
  • Identify funding problems and recommend reprogramming as necessary.
  • Review funding requirements and request additional funds when justified.
  • Participate in mid-year and year-end budget reviews and closeout processes.
  • Operate financial accounting systems to verify accuracy and identify errors.
  • Provide guidance on budget and accounting data to staff and customers.
  • Prepare and consolidate special and recurring budget reports.

Requirements

  • Active Secret clearance required; Active TS/SCI clearance preferred.
  • Bachelor's degree in Accounting or a related field highly preferred.
  • 10+ years of progressive, relevant experience in budget analysis.
  • Expert knowledge of Army GFEBS and related financial systems.
  • Comprehensive knowledge of DoD financial regulations and policies.
  • Ability to identify and resolve budgetary problems and develop alternative funding methods.
  • Strong analytical skills to interpret and implement financial regulations.

Nice-to-haves

  • Experience with Defense Finance Accounting Services (DFAS) Manual 37-1.
  • Familiarity with the Department of Defense Financial Management Regulation (DoD FMR) 7000.14-R.
