The Budget Analyst position at the Department of Military Affairs is a critical role that involves providing professional and responsive support functions to the Adjutant General of Virginia, the Virginia National Guard, the Virginia Air Guard, and the Virginia Defense Force. The Budget Analyst will be responsible for managing and analyzing budgets, preparing detailed procurement services, and ensuring compliance with state and federal policies regarding cooperative agreements and military construction. The successful candidate will possess a detailed knowledge of the General Terms and Conditions related to grants and cooperative agreements, as well as the specific programs under the Army National Guard Training Support Systems. The role requires the ability to research, interpret, and implement various regulations and policies, which is crucial for effective budget management. Additionally, the Budget Analyst will interface with Federal Resource Management counterparts, requiring excellent interpersonal and communication skills to facilitate collaboration and ensure accurate budget analysis and management. This position also demands strong record-keeping abilities and proficiency in using spreadsheets and database applications. The Budget Analyst will be expected to maintain a valid Virginia Driver's License and may be subject to various pre-employment checks, including a criminal background check and drug screening. Responsibilities

  • Manage and analyze budgets for the Department of Military Affairs.
  • Prepare detailed procurement services and manage funds effectively.
  • Research, interpret, and implement State, Federal, and Army regulations and policies.
  • Interface with Federal Resource Management counterparts for budget analysis and management.
  • Maintain accurate records and documentation related to budget management.
  • Utilize spreadsheets and database applications for financial analysis.

Requirements

  • Knowledge of State/federal policies and procedures regarding cooperative agreements, real property, and military construction.
  • Competency in the use of spreadsheets and database applications.
  • Detailed knowledge of the General Terms and Conditions (Grants and Cooperative Agreements) and Appendix 7 - ARNG Training Support Systems (TSS) Programs.
  • Ability to research, interpret, and implement State, Federal, and Army regulations and policies.
  • Ability to provide detailed procurement services, prepare budgets, and manage funds.
  • Excellent interpersonal and communication skills.
  • Excellent record-keeping abilities.
  • Working knowledge of computers and Windows-based software programs.
  • Must have a valid Driver's License with an acceptable driving record.
