About the position

The Budget Analyst position at the Arkansas Department of Health is a critical role responsible for assisting assigned agencies in the preparation of biennial budgets and managing fiscal operations. This position operates under the governance of state and federal laws, as well as agency policies, ensuring compliance and accuracy in budgetary processes. The Budget Analyst will engage in extensive research, analysis, and evaluation of agency operations, funding sources, and fiscal records to accurately determine budgetary needs and assess the impact of new programs on existing budgets. In this role, the Budget Analyst will review budget requests from various agencies, ensuring completeness and compliance with current regulations. This involves meeting with agency directors and fiscal personnel to gather additional information, discuss budgetary needs, and provide guidance on procedural issues. The analyst will evaluate these requests and make informed recommendations to executive and legislative officials based on thorough analysis and program knowledge. Participation in executive and legislative meetings is also a key responsibility, where the analyst will respond to technical questions and clarify budget-related information. Additionally, the Budget Analyst will be involved in drafting and monitoring legislation during legislative sessions, providing technical assistance to agencies on various fiscal-related activities, and performing other duties as assigned. This position may require occasional overtime and limited travel, both in-state and out-of-state, to fulfill its responsibilities effectively.

Responsibilities

  • Research, analyze, and evaluate agency operations, funding sources, programs, and fiscal records to determine budgetary needs and effects of new programs.
  • Review budget requests from agencies for completeness, accuracy, compliance with regulations, and identify problem areas.
  • Meet with agency directors and fiscal personnel to obtain additional information and discuss budgetary needs.
  • Provide advice on budgetary procedural problems to agencies.
  • Evaluate agency requests and make recommendations to executive and legislative officials based on analysis and program knowledge.
  • Attend executive and legislative meetings to respond to technical questions and clarify information.
  • Participate in drafting legislation and monitor/revise legislation during sessions.
  • Provide technical assistance to agencies concerning fiscal-related activities.
  • Perform other duties as assigned.

Requirements

  • Bachelor's degree in accounting, economics, finance, financial management, general business, or a related field.
  • Knowledge of principles and practices of accounting.
  • Ability to prepare, present, and review oral and written information and reports.
  • Ability to research and analyze programs and fiscal records, determine needs, and make recommendations.
  • Ability to interpret and apply budgetary and fiscal policies and procedures.
  • Possession of a valid Arkansas driver's license.

Nice-to-haves

  • AASIS experience preferred.
