About the position

The Budget Analyst position at the Arkansas Department of Health involves assisting assigned agencies with biennial budget preparation and fiscal management. The role requires research, analysis, and evaluation of agency operations and funding sources to determine budgetary needs, ensuring compliance with regulations, and providing technical assistance to agencies. The analyst will also participate in legislative processes and provide recommendations to executive and legislative officials based on thorough analysis.

Responsibilities

  • Research, analyze, and evaluate agency operations, funding sources, programs, and fiscal records to determine budgetary needs.
  • Review budget requests from agencies for completeness, accuracy, and compliance with regulations.
  • Meet with agency directors and fiscal personnel to discuss budgetary needs and provide advice on procedural problems.
  • Evaluate agency requests and make recommendations to executive and legislative officials based on analysis and program knowledge.
  • Attend executive and legislative meetings to respond to technical questions and clarify information.
  • Participate in drafting legislation and monitor revisions during legislative sessions.
  • Provide technical assistance to agencies concerning fiscal-related activities.
  • Perform other duties as assigned.

Requirements

  • Bachelor's degree in accounting, economics, finance, financial management, general business, or a related field.
  • Knowledge of principles and practices of accounting.
  • Ability to prepare, present, and review oral and written information and reports.
  • Ability to research and analyze programs and fiscal records, determine needs, and make recommendations.
  • Ability to interpret and apply budgetary and fiscal policies and procedures.
  • Valid Arkansas driver's license.

Nice-to-haves

  • Advanced computer program skills.
  • Experience with Microsoft Office Programs, including Word.
  • Experience with the State of Arkansas accounting systems, including AASIS and PBAS.
  • Experience with the Federal Application System for submitting Federal Grant applications.
  • Knowledge of principles and practices of public health program administration.
