About the position

The Budget Analyst position is located within the Joint Executive Office of the Office of the Legal Adviser (L) and the Bureau of Legislative Affairs (H) (L-H/EX), reporting to the Division Chief for Management Resources. The incumbent will oversee and direct a broad range of budget programs for both Civil Service and Foreign Service employees. This role is critical in ensuring that the budgetary processes align with the strategic goals of the department and that resources are allocated efficiently and effectively. The Budget Analyst will be responsible for planning, organizing, coordinating, and executing annual and multi-year budgeting in support of assigned appropriations, bureau(s), or major bureau components or programs. This includes developing and reviewing briefing materials for budget submissions, which may involve Congressional hearings, testimonies, and staff briefings. The incumbent will coordinate the execution of the approved budget, adapting budgetary policies, analytical methods, and regulatory procedures as necessary. In addition to budget execution, the Budget Analyst will provide advice, guidance, and recommendations on the budget process to program officials and other managers. This includes reviewing and analyzing requests for apportionment, transfers, and allotments, ensuring accuracy in technical treatment and form, mathematical accuracy, and compliance with budgetary policies and guidelines. The role requires a deep understanding of the federal budget formulation and execution process, as well as the ability to communicate complex financial information clearly and effectively.

Responsibilities

Requirements

  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a Secret security clearance.
  • 1 year of specialized experience equivalent to the GS-12 level in the Federal service.
