About the position

Leidos is seeking a highly skilled Budget Analyst to support the National Nuclear Security Administration (NNSA) Office of Defense Programs, specifically within the Production Modernization Office (NA-19). This full-time position is based in Washington, DC, and requires an individual with a strong background in planning, programming, budgeting, and evaluation (PPBE) developed through experience with Federal and/or Defense agencies. The successful candidate will assist Federal Program Managers in overseeing programmatic work scope and ensuring effective budget management to support the nation's nuclear deterrence mission. In this role, the Budget Analyst will provide Federal Program Managers with clear, concise, accurate, and timely budget analyses and information. This support is crucial for programmatic decision-making processes and for responding to urgent inquiries from NNSA, the Secretary of Energy, and other senior officials. The analyst will prepare comprehensive program cost and budget documentation that spans multiple fiscal years, which includes developing complex spreadsheets and creating program planning and budget briefings. Additionally, the analyst will draft work authorizations, approved funding program documentation, and issue papers that outline the projects, outcomes, and benefits related to national defense missions at various national security laboratories and nuclear weapon production facilities. The position also involves preparing financial inputs for implementation plans, program plans, and reports to Congress, as well as contributing to broader NNSA Defense Programs documents such as the Stockpile Stewardship and Management Plan. The Budget Analyst will analyze, format, and present budget justifications to senior Federal management and external organizations, including Congress and the Office of Management and Budget. Furthermore, the analyst will provide program management support by preparing, coordinating, evaluating, reviewing, and analyzing program execution plans, while also tracking, monitoring, and reporting on program-specific milestones and annual performance measures. The role requires the analyst to assist Federal Program Managers in tracking and facilitating programmatic action items and deliverables, ensuring timely submissions that meet program needs. The analyst will also provide input and support for non-budget deliverables, such as program briefings and program review meetings, as requested.

Responsibilities

  • Provide Federal Program Managers with budget analyses and information to support decision-making processes.
  • Prepare program cost and budget documentation for multiple fiscal years.
  • Develop complex spreadsheets and program planning & budget briefings.

Requirements

  • Active DOE Q or Active DOD Top Secret clearance with current investigation.
  • Bachelor's degree in program management, finance-related, accounting, or science discipline; an Associate's degree with additional experience may be considered.
  • 4+ years of related program/budget analysis experience, including project reporting and cost analysis.
  • Experience in military, government, or corporate enterprise and/or interagency experience.
  • Excellent written and verbal communication skills with experience in developing briefings for senior management.

Nice-to-haves

  • Expertise with DOE or DOD planning, programming, budgeting and evaluation (PPBE) systems.
