About the position

The Budget Analyst position at the U.S. Fish and Wildlife Service involves managing and analyzing budgets for assigned areas, ensuring accurate financial records, and providing recommendations for budgetary processes. The role requires expertise in budget formulation, execution, and monitoring, as well as the ability to communicate effectively with various stakeholders.

Responsibilities

  • Establish and maintain an accurate system for determining the status of assigned budgets for current and prior years.
  • Formulate, execute, monitor, and reconcile budgets for assigned areas of responsibility.
  • Oversee budget status and fiscal records management, including documentation required by the Interior's Financial and Business Management System (FBMS).
  • Serve as an expert user of FBMS reports within assigned areas of responsibility.
  • Complete certification of funding on acquisition/purchase requests for assigned budget activities.
  • Monitor the use and rate of expenditure of assigned budgets using computerized reports and dialogue with team members.
  • Identify and correct discrepancies, preparing monthly reports and current status-of-funds reports.
  • Develop and recommend procedures to improve budgetary processes within policies and regulations.
  • Perform cost estimate and projection analyses required to formulate the budget.
  • Prepare reports for FTE, travel utilization, purchases, etc., and serve as regional program collections officer.

Requirements

  • Must be a U.S. Citizen or National.
  • Possess a valid State driver's license.
  • One year of specialized experience equivalent to the GS-7 grade level in the Federal Service, or two years of progressively higher level graduate education leading to a master's degree, or a combination of education and experience that equals 100% of the requirement for GS-09.
  • One year of specialized experience equivalent to the GS-9 level in Federal Service for GS-11, or completion of three years of graduate education leading to a Ph.D. or equivalent doctoral degree, or a combination of professional experience and graduate level education that equals 100% of the requirements.

Nice-to-haves

  • Experience with QuickTime for time and attendance processing.
  • Familiarity with the principles, methods, and techniques of budget analysis and projections.
