About the position

The Budget Analyst position at Pender County Schools is responsible for monitoring departmental spending to ensure compliance with the budget. This role supports the development and amendment of the annual budget in collaboration with department directors and the Chief Finance Officer (CFO). The analyst conducts financial analyses, reviews budget transfer requests, and performs monthly desk reviews of departmental budgets to maintain fiscal accountability.

Responsibilities

  • Monitor spending from all departments to ensure budget compliance.
  • Support the development of the budget and budget amendments in collaboration with department Directors.
  • Assist department Directors with cost-benefit analyses to determine value and need.
  • Review and approve department-level budget transfer requests to ensure compliance with restrictions and requirements.
  • Complete a monthly desk review of all departmental budgets.
  • Conduct monthly budget analysis and projections including position allotment reconciliations and expense forecasts.
  • Assist with the preparation of the annual budget and monthly budget amendments.
  • Perform ad-hoc financial analyses as requested by management.
  • Handle invoicing and budget processes for contract substitute vendors.
  • Monitor budgets and expenditures to ensure compliance with fiscal requirements.
  • Assist with internal and external reporting as needed.

Requirements

  • Effective leadership, critical thinking, and problem-solving skills.
  • Strong analytical and organizational skills.
  • Intermediate knowledge of Excel, including basic formulas and pivot tables.
  • Three to five years of bookkeeping experience or equivalent training/experience.
  • Excellent oral and written communication skills.
  • Ability to work with a high degree of accuracy on a tight timeline.
  • Knowledge of school system operations and procedures.
  • Ability to exercise judgment independently in selecting and implementing procedures and analyzing data.

Nice-to-haves

  • Knowledge of Title funding guidelines and the Comprehensive Continuous Improvement Plan (CCIP) online grant process.
  • Ability to read, revise, and propose board policies as needed.
  • Demonstrated ability to work effectively in a deadline-driven, rapidly changing team environment.
