About the position

The Walter Reed Army Institute of Research (WRAIR) is dedicated to conducting biomedical research that meets the needs of the Department of Defense and the U.S. Army. The primary goal is to deliver lifesaving products, including knowledge, technology, and medical materials, that enhance the combat effectiveness of the Warfighter. As a Budget Analyst at WRAIR, you will play a crucial role in the financial management of research projects, ensuring that funds are allocated efficiently and effectively to support the institute's mission. This position is vital for maintaining the financial integrity of the research initiatives and ensuring compliance with federal regulations and policies. In this role, you will assist in the development of spend plans, respond to inquiries from both internal and external organizations, and provide advice to management and senior leaders. You will analyze and interpret financial management laws, regulations, and policies, as well as accounting and budgetary information for both single- and multi-year appropriations. Your responsibilities will also include monitoring obligations incurred and actual expenditures, ensuring that the budget execution aligns with the strategic goals of the organization. This position is permanent and full-time, located in Silver Spring, MD, with occasional travel required (up to 5%). While the job is not remote, it may be eligible for regular and recurring telework. The salary range for this position is between $82,764 and $128,956 per year, depending on qualifications and experience. Responsibilities

  • Assist in the development of spend plans.
  • Answer inquiries from internal and external organizations.
  • Advise and/or respond to management and senior leader inquiries.
  • Analyze and interpret financial management laws, regulations, policies, and business processes.
  • Analyze and interpret accounting/budgetary information for single- and multi-year appropriations.
  • Perform budget execution and administration work involving the monitoring of obligations incurred and actual expenditures.

Requirements

  • Must be able to obtain and maintain Secret Security Clearance.
  • Meet the requirements for Financial Management Level II certification within 24 months of placement.
  • One year of specialized experience in monitoring and tracking obligations and expenditures of budgeted funds.
  • Experience using automated accounting systems to process accounting transactions.
  • Experience developing, formulating, and reviewing single- and multi-year budget requirements.
  • Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education in a relevant field such as Accounting, Business Administration, or Finance.
