About the position

Bowhead seeks multiple Budget Analysts for a growing effort in support of the BFMC and COMPTROLLER, specifically for Program Objective Memorandum (POM) planning support for the NAVSEA Enterprise, as part of the annual Programming Phase of the Program, Budget, and Execution (PPBE) Process. The POM describes how the Services and Defense agencies want to allot future funding for a program so that it meets Service Program Guidance (SPG) and Defense Planning Guidance (DPG). This includes an analysis of missions, objectives, alternative courses of action, and allocation of resources covering the 5-year Future Year Defense Program (FYDP). The responsibilities of the Budget Analyst include several phases of the POM process. During the POM Planning Phase, the analyst will review all previous strategic guidance and the most current National Security Strategy (NSS), as well as analyze the latest Office of Secretary of Defense (OSD) developed Defense Strategy Review (DSR) and provide inputs to the Defense Planning Guidance (DPG). In the POM Programming Phase, the analyst will allocate resources to support the roles and missions of the NAVSEA Program Executive Offices (PEOs), Directorates, and subordinate Commands, translating previous planning decisions and guidance into detailed allocations of time-phased resource requirements. In the POM Budgeting Phase, the analyst will finalize the Budget Estimate Submission (BES) and review budget requests focusing on proper funding policy, pricing, phasing of work efforts, and efficiency of budget execution. The POM Execution Phase involves evaluating program results and comparing actual performance with planned performance, assessing how well appropriated funds are being obligated and expended. The analyst will also support NAVSEA Enterprise POM coordination and communication with stakeholders, providing guidance, timelines, status updates, and briefings regarding current POM activity to senior leadership. Additionally, the analyst will provide consolidated Command responses to budget reductions across the command.

Responsibilities

  • Review previous strategic guidance and the current National Security Strategy (NSS) during the POM Planning Phase.
  • Analyze the latest Defense Strategy Review (DSR) and provide inputs to the Defense Planning Guidance (DPG).
  • Allocate resources to support NAVSEA Program Executive Offices (PEOs), Directorates, and subordinate Commands during the POM Programming Phase.
  • Finalize Budget Estimate Submission (BES) and review budget requests focusing on funding policy, pricing, phasing, and execution efficiency.
  • Evaluate program results during the POM Execution Phase and compare actual performance with planned performance.
  • Support NAVSEA Enterprise POM coordination and communication with stakeholders.
  • Provide guidance, timelines, status updates, and briefings regarding current POM activity to senior leadership.
  • Prepare consolidated Command responses to budget reductions across the command.

Requirements

  • Must be a United States citizen.
  • Must possess or qualify for an active DOD Secret security clearance.
  • NAVSEA, Warfare Center, or Navy experience is preferred.
  • Experience in Naval Surface or Undersea Warfare budgeting and task negotiation is preferable.
  • Bachelor's degree in engineering, operations management, business management, data analytics, computer science, or a related field with 4 years of relevant experience, or equivalent practical experience.
  • Outstanding verbal and written communications skills; experience in developing and delivering briefings and reports for various audiences.
  • Strong background in requirements development and data analytics, including proficiency in statistical analysis and data visualization.
  • Proficiency in leveraging data to support decision-making processes and drive operational improvements.
  • Proficiency or familiarity with data sources and systems commonly used in the NAVSEA environment.

Nice-to-haves

  • Desired Navy certifications: DAWIA certified at least Level II for Program Management or Business Financial Management (FM).
  • FM Certification, Certified Defense Financial Manager (CDFM) is a plus.
  • Experience using Survey Monkey, Qlik, and/or Tableau.
