About the position

The City of Chesapeake is seeking a detail-oriented and analytical individual for the position of Budget Analyst within the Budget Department. This full-time role is crucial in supporting over 40 city departments in the development of an annual operating budget and Capital Improvement Plan (CIP) that exceeds $2 billion. The ideal candidate will possess a passion for data analysis and public policy, demonstrating intellectual curiosity and the ability to work independently to solve complex problems. While experience in local government budgeting is preferred, early-career candidates are also encouraged to apply. The Budget Analyst will be responsible for researching and analyzing economic and financial data related to the city's operational and capital budgets, preparing recommendations for management regarding resource requests, and conducting analytical reviews of these requests. The role requires maintaining communication with various departments, auditing budget information, and summarizing financial reports. Additionally, the Analyst will coordinate research efforts, attend meetings, and participate in professional development opportunities to enhance their skills. Responsibilities

  • Research and analyze economic and financial data related to the City's operational and capital budgets.
  • Prepare recommendations to management regarding resource requests submitted by assigned departments.
  • Perform analytical reviews of resource requests and make inquiries of department personnel regarding operational and management functions.
  • Review, prepare, and maintain financial/performance reports and records.
  • Evaluate forecasts of future expenditures and revenues submitted by departments, assessing economic status, trends, opportunities, and plans that may affect the City's ability to fund programs and projects.
  • Maintain communications with different departments and make recommendations to management.
  • Audit and summarize budget and/or revenue information.
  • Coordinate and conduct research, including distributing and collecting surveys concerning budget issues.
  • Attend or conduct meetings to exchange information and participate in professional development activities such as training, seminars, or conferences.
  • Perform related tasks as necessary, such as serving on budget-related committees and solving unexpected funding problems.

Requirements

  • Requires a bachelor's degree in accounting, business, economics, public finance, or a closely related field.
  • Minimum of two years of related, full-time equivalent experience is required.
  • Master's degree in a related field is desirable.
  • Strong quantitative analytical skills and a background in policy analysis are preferred.

Nice-to-haves

  • Experience in local government budgeting is preferred but not mandatory.
  • Demonstrated ability to work independently and find solutions to complex problems.
