About the position

The Budget Analyst position at the National Marine Fisheries Service (NMFS) involves utilizing advanced knowledge of budget principles and procedures to manage complex budget assignments. The role includes leading the formulation of NOAA's Line Office Budget through the congressional process, monitoring budget development, and providing recommendations for resource allocation. This position is critical for ensuring the accuracy and effectiveness of budgetary actions within the Fisheries enterprise.

Responsibilities

• Utilize mastery level knowledge of budget principles, laws, and procedures in carrying out complex assignments.
• Lead and collaborate with Program Office Staff, Business Managers, and the Line Office Budget Formulation Division to formulate NOAA's Line Office Budget.
• Monitor the formulation of the annual budget development throughout the congressional process, including preparing the President's Budget and analyzing congressional directives.
• Develop and recommend financial or budgetary actions in response to changes to increase accuracy, efficiency, and effectiveness.
• Track the implementation of the federal budget formulation process, budget limitations, program requirements, and directives affecting substantive programs.

Requirements

• U.S. Citizenship is required.
• One year of specialized experience equivalent to the next lower grade level in the Federal Service.
• Specialized experience must include assisting with monitoring and formulating budget plans, preparing budget reports, and analyzing budgetary operations.
