About the position

The Budget Analyst position at the U.S. National Oceanic and Atmospheric Administration (NOAA) involves managing and analyzing the federal budget and financial operations within the Department of Commerce. The role requires expertise in budget execution, planning, and analysis to ensure effective financial management and compliance with NOAA policies and objectives.

Responsibilities

  • Apply knowledge and skills in federal budget and financial operations in accordance with DOC/NOAA policies.
  • Track and maintain program spending plans, budgets, actual expenditures, funding sources, and partner funds.
  • Perform analytical budget duties, including analyzing prior year spending and formulating budget estimates.
  • Execute budget analysis, planning, and execution, including fiscal funds control and procedures.
  • Conduct various types of cost analysis and planning, extracting and manipulating data from databases to establish costs and obligations.
  • Reconcile reports and resolve discrepancies in collaboration with OAR and NOAA Finance.
  • Prepare variance explanations in Budget Operating Plans as needed and complete funds transfers.

Requirements

  • Doctoral degree or equivalent experience in a related field.
  • One year of specialized experience equivalent to the next lower grade level in the Federal Service, including budget execution or administration, analyzing budgetary data, and utilizing financial management systems.

Nice-to-haves

  • Experience with federal budget processes and financial management systems.
  • Familiarity with NOAA policies and program objectives.
