About the position

The Budget Analyst position serves as the Fiscal Management Budget Analyst for Early Intervention and Home Visiting within the Division of Early Childhood (DEC) of the Illinois Department of Human Services. This role involves extensive research and analysis to create complex budget scenarios, conduct financial analyses, and implement strategies to strengthen DEC-funded programs. The analyst will represent the Bureau Administrator at various events and contribute to the DEC's strategic and diversity plans, ensuring equitable access to services for families in Illinois.

Responsibilities

  • Serve as the Statewide Budget Analyst for Early Intervention and Home Visiting within the Division of Early Childhood (DEC).
  • Complete extensive research to create complex budget scenarios, financial vertical/horizontal analyses, cost-benefit analysis, and/or statistical models/assumptions.
  • Conduct multifaceted research and analysis of Fiscal and Administrative Reviews (FARs) and/or financial audit results of DEC grantees/vendors.
  • Represent the Bureau Administrator and/or Unit Manager at internal and external conferences, retreats, workgroups, think tanks, training events, and/or meetings.
  • Participate in activities that advance the DEC/Strategic Plan and DEC/Diversity, Equity, Inclusion, and Racial Justice Plan.
  • Perform other duties as assigned or required.

Requirements

  • Completion of four (4) years of college, preferably with courses in business or public administration.
  • Two (2) years of responsible administrative experience in a public or business organization.
  • Two (2) years of professional experience in designing, developing, implementing, and evaluating budgetary controls and fiscal management policies.

Nice-to-haves

  • Three (3) years of professional experience in developing, reviewing, implementing, and evaluating a public or private organization's State Fiscal Year budgets.
  • Two (2) years of professional experience in conducting extensive research and analyzing fiscal data.
  • Two (2) years of professional experience in facilitating meetings/workgroups to resolve fiscal issues.
