About the position

The Budget Analyst position at the Department of Veterans Affairs, located within the Research Service at Edward Hines, Jr. Hospital, involves the independent management of budgets for various research programs. The role is critical in analyzing funding, developing budget distribution formulas, and providing technical assistance to research centers. The analyst will prepare and publish budgetary reports, monitor expenditures, and make recommendations to management regarding budgetary limitations and controls.

Responsibilities

  • Analyze and validate funding received for research programs.
  • Participate in the development of formulas for budget distribution.
  • Provide technical assistance to research centers regarding budget requests.
  • Establish cost criteria for comparing budget estimates.
  • Consolidate estimates submitted by department officials and review for compliance.
  • Provide analysis and assistance to the assistant finance officer for reports.
  • Distribute approved annual budget ceilings by quarter and monitor obligations.
  • Prepare salary projections and monitor actual performance against budget.
  • Maintain records of funding, obligations, and expenditures for special programs.
  • Provide independent analysis of funds and financial projections to management.
  • Prepare and publish biweekly, monthly, quarterly, and annual budgetary reports.
  • Implement local policies and reporting systems related to budget management.

Requirements

  • U.S. Citizenship is required to apply for this job.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Must meet time-in-grade requirements for GS-11 level.
  • One year of specialized experience equivalent to GS-09 level in budgetary methods and practices.
  • Experience analyzing budgetary relationships and developing recommendations for budgetary actions.
  • Experience evaluating the effects of changes in program plans on budget and program milestones.
  • Knowledge of automated data processing concepts and system capabilities.

Nice-to-haves

  • Ph.D. or equivalent doctoral degree in a related field.
  • 3 full years of progressively higher level graduate education leading to such a degree.
