About the position

The Business Management Specialist (Budget Analyst) position at the Executive Office of Labor and Workforce Development (EOLWD) involves overseeing budgetary processes and financial analysis for various departments under EOLWD. The role requires a strong understanding of state budgetary procedures and proficiency in financial systems and software. The position operates in a hybrid work environment, requiring in-office attendance for meetings and training as needed.

Responsibilities

  • Review and monitor the departments funding sources including Federal, State, Trust, and Retained Revenue funds.
  • Learn and utilize internal resources to review departments funding sources and spending requests.
  • Prepare analysis of previous and current year spending in various accounts for budget planning.
  • Coordinate the development of agency spending and budget documents, providing technical assistance to financial representatives.
  • Review and process budget-related documents for allotments, transfers, and expenditure corrections.
  • Maintain department's payroll analysis to ensure appropriate distributions and resources.
  • Recommend modifications to budgets to keep agency spending within guidelines.
  • Monitor agency spending requests for overhead and approve MMARS documents for administrative accounts.
  • Prepare and track all expenditure reports.
  • Assist the Budget Director and Legislative Director as a liaison with external entities.
  • Provide technical assistance to Departments regarding Interdepartmental Service Agreements (ISA).
  • Prepare, review, and analyze financial reports to determine project expenditures and prepare budget requests.
  • Assist in managing and completing the operation spending plan submission in the MBA system.
  • Work with program and budget staff to develop annual budget forecasts and monitor expenditures.
  • Develop and update standard operating procedures as needed.
  • Assist Federal Grants management unit with setup and reporting of Federal grants in MMARS.
  • Keep up to date with required trainings and regulations.
  • Assist with other duties as assigned.

Requirements

  • At least three (3) years of full-time or equivalent part-time professional experience in business administration, business management, or finance/accounting.
  • Knowledge of state budgetary procedures and accounting forms.
  • Experience with the Massachusetts Management Accounting and Reporting System (MMARS).
  • Knowledge of the Commonwealth Information Warehouse (CIW).
  • Proficiency in Microsoft Word, Excel, Access, and PowerPoint.
  • Ability to develop spreadsheets, perform mathematical calculations, and analyze data.

Nice-to-haves

  • Knowledge of Grant Solutions and US Department of Health and Human Services Payment Management System (PMS).
  • Knowledge of the USA.gov website Federal Funding Accountability and Transparency Act Subaward Report System.
  • Understanding of the organization of state government.
