About the position

The Budget Analyst position at the North Carolina Department of Health and Human Services (DHHS) is responsible for performing complex financial accounting and analysis activities. This role involves maintaining budgets, monitoring expenditures, processing vendor invoices, preparing journal entries, and ensuring compliance with state budget policies. The analyst will work independently on department-wide projects and assist in budget preparation, strategic planning, and financial management responsibilities.

Responsibilities

• Maintain budgets and monitor expenditures for compliance with state policies.
• Process vendor invoices and payment requests to ensure timely payments.
• Prepare journal entries and reclassifications for accurate financial reporting.
• Conduct in-depth trend analysis and assist in budget preparation and forecasting.
• Evaluate and respond to requests for technical consultation on complex accounting subjects.

Requirements

• Bachelor's degree in accounting, business, finance, or related discipline from an accredited institution.
• Three years of progressive related experience, with two years in a supervisory role.
• Experience in budgeting, compliance reviews, and financial analysis.
• Proven experience in accounts payable and processing invoices.
• Demonstrated experience with digital financial systems for data collection and analysis.
• Intermediate proficiency in Microsoft Excel and Word.

Nice-to-haves

• Experience working in government accounting.
• Familiarity with North Carolina Financial System (NCFS) and related systems.
• Experience in contract payouts and maintenance.
