About the position

The Budget Analyst position at the Bureau of Indian Affairs involves assisting in the formulation, justification, administration, and execution of the Wildland Fire Management budget. This role is critical in supporting the Budget Officer and ensuring that financial resources are allocated effectively to meet the Bureau's goals and objectives in managing wildland fire operations.

Responsibilities

  • Perform budget execution duties in support of the Budget Officer.
  • Distribute allocations to agencies by working with program directors upon receipt of sub allotments from the Central Office.
  • Execute and reconcile fire management funding for regional and agency offices in support of the Office of Budget Management and Accounting Management.
  • Advise Bureau program managers or superintendents on the status, availability of funds, and budget processes.
  • Conduct periodic regional or agency financial reviews to ensure obligations are within approved funding levels and advise supervisors on fund balances.
  • Support program evaluations to ensure objectives set by program managers are being met.
  • Develop methods for securing information and data from various sources, including FBMS and discussions with operating officials.
  • Make payments to AD-hire emergency workers and vendors as authorized.
  • Provide technical oversight to ensure timely payments to casual employees and businesses.
  • Communicate and interpret account management decisions to regional and agency offices.
  • Review submitted tribal budgets for adherence to Central/Regional office format, policy, and instructions.

Requirements

  • 1 year of specialized work experience equivalent to the GS-7 grade level in the Federal service, or 2 full years of progressively higher level graduate education leading to a master's degree, or a master's degree in a related field, or a combination of education and experience appropriate to the position.
  • 1 year of specialized work experience equivalent to the GS-5 grade level in the Federal service, or 1 full year of graduate-level education, or a combination of education and experience appropriate to the position.

  • Experience with budget as it pertains to Wildland Firefighting and Interagency Incident Business.
  • Strong analytical skills to identify significant factors and recognize solutions.
  • Effective communication skills, both orally and in writing.
