About the position

The Budget Analyst serves in the Budget Branch of the Resource Management Office for the Portland District Corps of Engineers, which has over 1,400 employees and manages a multi-million dollar budget. The role involves performing a full range of budget analysis activities, ensuring fiscal control, and participating in briefings on budget and financial analysis findings.

Responsibilities

  • Develops a database in the Corps automated accounting system prior to funding and assigns rates based on guidance from higher headquarters.
  • Participates in briefings to District Financial Manager, Commanding Officer, and Operating Officials on budget and financial analysis findings.
  • Maintains fiscal control over current civil works allowances to the project level.
  • Reviews and edits budgets, actual costs versus proposed estimated costs, and variances submitted by agency program managers and budget analysts.
  • Monitors account balances in the Revolving Fund to assure sound cash management.

Requirements

  • Specialized experience at the GS-11 level, including assisting with financial reports to identify trends and ensure compliance with regulations.
  • Experience in developing financial databases that accurately track funding and labor needs.
  • Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education in Business Administration or Finance.
