About the position

The Budget Analyst at the Department of Veterans Affairs is tasked with navigating the complex and ever-evolving landscape of healthcare budgeting. This role requires a high degree of independence in the formulation, presentation, and execution of the budget program. The analyst is expected to provide sound recommendations and solutions that align with established budget policies and procedures. The position is critical in ensuring that the budget reflects the priorities of the organization and adequately supports its operational needs. In this role, the Budget Analyst will exercise judgment in decision-making, balancing the overall budget to emphasize critical areas while ensuring that justifications presented by operating officials are adequate. The analyst will conduct comprehensive reviews of facility-initiated reports and perform audits of fund control point records to ensure proper management of funds. A key responsibility is to develop a clear and concise picture of budget estimates and supporting narratives through a comprehensive financial reporting system, which will be used for leadership and management purposes. The analyst will participate in the entire funds control process, which includes planning for PFA restrictions, revising original budget plans, preparing cost ceiling distributions for operating officials, and recommending changes to planned distributions. The role also involves negotiating with operating officials regarding funding reductions and presenting recommendations to the Budget Officer for requests for additional funds. The analyst will review the progress of all obligations and maintain familiarity with operating and financial programs to make timely recommendations for reprogramming actions. Additionally, the analyst will analyze progress reports, financial statements, and other accounting reports, correlating and verifying information from all available sources. Management reports will be developed for presentation to the Budget Committee, explaining deviations and recommending revisions as necessary. The analyst will also prepare all external reports or analyses concerning budget execution for the facility and act as a coordinator within the Fiscal Service on budget-related matters.

Requirements

  • U.S. Citizenship is required to apply for this job.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Must be able to serve a probationary period if required.
  • Subject to background/security investigation.
  • Participation in the seasonal influenza vaccination program is required for all Department of Veterans Affairs Health Care Personnel (HCP).
  • Participation in the COVID-19 vaccination program is required for all Veterans Health Administration Health Care Personnel (HCP).
  • Specialized experience equivalent to at least GS-07 level in the Federal service is required.

Nice-to-haves

  • Proficient in Integrated Funds Distribution, Control Point Activity, Accounting and Procurement (IFCAP) and Facilities Management System (FMS).
  • Knowledge of budget object codes, cost centers, appropriations, and Fund Control Points (FCPs).
