About the position

The Budget Analyst position at the Office of the Chief Financial Officer involves performing analytical, technical, and administrative duties throughout various phases of the budgetary process. This includes budget formulation, justification, presentation, enactment, and execution. The role is critical in ensuring compliance with relevant laws and regulations while providing insights and recommendations to optimize resource allocation across departments.

Responsibilities

  • Oversee the preparation of budget materials and supporting documentation, including narrative justifications.
  • Analyze budget estimates to eliminate duplication and reconcile them with current expenditures and future changes.
  • Conduct periodic analyses of budgetary resources.
  • Conduct special analyses of financial and management issues affecting program policies.
  • Monitor and reconcile commitments, obligations, and expenditures, ensuring compliance with relevant laws and regulations.
  • Track obligations and expenditures, ensuring the availability of funds for processing obligating documents.
  • Provide input and analysis during internal budget and program reviews.
  • Identify program and budget issues and prepare internal guidance for program offices.
  • Review and assess impacts of program operating plans for budget execution.
  • Recommend reprogramming or adjustments based on funding levels, program changes, and unforeseen expenses.
  • Prepare a variety of recurring and ad hoc reports related to financial management, status of funds, obligations, and FTE usage.
  • Use automated databases and spreadsheets to prepare budget loads and execution reports.
  • Serve as a liaison to program offices, informing them of budget policies and procedures.
  • Provide recommendations on budget actions and funding statuses.

Requirements

  • Must be a U.S. Citizen or National.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Suitable for Federal employment, determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Complete the initial online assessment and USA Hire Assessment, if required.
  • For GS-12: One year of specialized experience equivalent to GS-11 level, managing budgets, analyzing performance metrics, and preparing execution reports.
  • For GS-13: One year of specialized experience equivalent to GS-12 level, serving as a liaison between program offices and finance teams, providing data-driven recommendations, and utilizing historical financial data for budget forecasts.
