About the position

The Budget Analyst position at the City of Independence, Missouri, involves performing a wide range of professional financial analysis functions that are essential for the day-to-day operations related to budgeting, strategic planning, and performance management. The role requires the analyst to engage in various special projects, assist in the development of organizational goals, implement and enforce policies and procedures, and support program planning and oversight. A critical aspect of this position is to monitor citywide budget procedures and ensure compliance with federal, state, and local laws and regulations governing the assigned programs. The analyst will also be responsible for preparing reports and may be required to present these reports at various organizational levels as needed. Additionally, the position supports other divisions of the City Manager's office as required, making it a versatile role within the municipal structure.

Responsibilities

  • Perform professional financial analysis functions related to budget, strategic planning, and performance management.
  • Assist in the development of organizational goals and implement policies and procedures.
  • Support program planning and oversight, and monitor citywide budget procedures.
  • Ensure compliance with federal, state, and local laws and regulations governing assigned programs.
  • Prepare and present reports at various organizational levels as needed.
  • Support other divisions of the City Manager's office as required.

Requirements

  • Bachelor's Degree in accounting, finance, business, public administration, or a related field.
  • Three (3) years of progressively responsible experience in budgeting or related duties, or an equivalent combination of education and experience.
  • Considerable knowledge of principles and practices of municipal budget preparation and accounting.
  • Understanding of pertinent Federal, State, and local laws, codes, and regulations.
  • Skill in analyzing programs, policies, and operations using tact and discretion.
  • Ability to research, compile, and summarize a variety of informational and statistical data.
  • Proficiency in organizing work, setting priorities, and meeting critical deadlines with minimal direction.
  • Strong mathematical skills and the ability to communicate clearly and effectively, both orally and in writing.
  • Ability to prepare clear and concise reports and correspondence.

Nice-to-haves

  • Experience with NIMS level training or willingness to complete it within the first six months of hire.
