About the position

This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), National Centers for Environmental Prediction (NCEP), Office of the Director with one vacancy located in College Park, MD. This position is also announced under vacancy number NWS NCEP-25-12654498-DE, which is open to all US Citizens or Nationals. Responsibilities

• Provide expert budgetary guidance and assistance on development of long-range program and budget plans to support National Weather Service (NWS) and National Centers for Environmental Prediction (NCEP) mission.
• Lead preparation of financial analysis, reports, briefings, one-pagers, recommendations, and presentations to provide NCEP leadership and stakeholders with crucial information and recommendations to make key programmatic decisions.
• Formulate, prepare and analyze NCEP budget requests to implement Congressional legislation and Presidential budget and program policies.

Requirements

• Applicants must be U.S. Citizens.
• Suitable for Federal employment, as determined by background investigation.
• Selectee may be subject to serving a one-year probationary period.
• Must be registered for Selective Service, if applicable.

Nice-to-haves

• Specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.
• Experience overseeing financial planning, internal controls, and property management affecting the organization's program.
• Experience developing and implementing a program for internal audits and controls, business process improvement, and issuing federal compliance guidance.
• Experience providing advice with the formulation or execution of appropriated funds.
• Experience identifying potential problems or issues related to programming and budgeting functions.
