About the position

The Budget Analyst position at Noblis is a critical role aimed at supporting federal government clients by developing and managing budgets for various Information Technology and other projects. The successful candidate will be responsible for gathering data from financial and contract systems, consolidating invoice data, and utilizing advanced spreadsheet skills to analyze and communicate the financial status of projects effectively. This role requires a strong analytical mindset and problem-solving abilities to forecast expenditures, conduct variance analysis, and explain financial changes to management. The Budget Analyst will also be expected to apply consulting and interpersonal skills in diverse business situations, ensuring that budget requirements are clearly defined and cost estimates are accurately developed. In addition to budget management, the Budget Analyst will facilitate the procurement process for equipment and services, working closely with Supply Management. The position demands a professional work attitude, strong communication skills, and the ability to work collaboratively within a team. Candidates should be comfortable working in a fast-paced and dynamic environment, demonstrating independence in problem-solving while meeting deadlines. Responsibilities

  • Develop and manage budgets for Information Technology and other projects for federal government clients.
  • Gather data from financial and contract systems and consolidate invoice data.
  • Utilize advanced spreadsheet skills to analyze and communicate project financial status.
  • Forecast expenditures, estimates to complete, and estimate at completion.
  • Conduct variance analysis and explain financial changes to management.
  • Apply consulting and interpersonal skills to a wide range of business situations.
  • Interview clients to define budget requirements and develop cost estimates.
  • Design and prepare reports that convey the financial status of IT projects.
  • Facilitate the procurement process for equipment and services and interact with Supply Management.

Requirements

  • Bachelor's degree in Business Administration, Finance, Economics, or related fields with a minimum of 3 years of related experience, or a Master's degree and one year of experience.
  • Strong Microsoft Excel experience and capabilities required.
  • Experience establishing, monitoring, forecasting, and reporting project budgets.
  • Strong analytical and problem-solving skills.
  • Knowledge of basic accounting principles.
  • Strong communication and writing skills, with the ability to solve problems independently and meet deadlines.
  • Ability to work in a fast-paced and dynamic environment.

Nice-to-haves

  • Knowledge and experience in procurement, consulting, and Information Technology preferred.
  • Knowledge of the software development lifecycle desirable.
  • Experience working for a government agency or contractor is preferred.
