About the position

The Budget Analyst position is located within the Biodefense Budget and Financial Management Branch (BBFMB) of the National Institute of Allergy and Infectious Diseases (NIAID), which is part of the National Institutes of Health (NIH) and the Department of Health and Human Services (DHHS). This role is critical in managing the fiduciary responsibilities associated with the financial and budget administration system, ensuring compliance with appropriated, authorized, or distributed budget authority levels as mandated by law. The analyst will be responsible for preparing background materials for briefings to officials scheduled to appear before Congressional appropriations committees, which includes compiling narrative and statistical materials, as well as preparing exhibits and background information. In this position, the analyst will formulate and develop future budgetary requirements for complex mechanisms of support, utilizing historical data, trend analysis, and relevant funding patterns. The role also involves analyzing specific budgetary and fiscal areas of special concern, recommending procedures and methods for change, and providing expert advice on all aspects of the budget to program officials and managers. The analyst will develop proposed budgetary policy and procedural guidance for subordinate program offices and monitor all mechanisms that support intramural and extramural programs, including reimbursements and co-funding support. Additionally, the analyst will allocate funds to cover future objectives and oversee all facets of the funds management function, particularly focusing on budget execution, funds allocation, and funds control.

Responsibilities

  • Manage and perform fiduciary responsibilities associated with the financial and budget administration system.

  • Formulate and develop future budgetary requirements using historical data and trend analysis.
  • Analyze specific budgetary and fiscal areas and recommend changes.
  • Provide advice and recommendations on budget aspects to program officials and managers.
  • Develop proposed budgetary policy and procedural guidance for subordinate program offices.
  • Monitor mechanisms supporting intramural and extramural programs, including reimbursements and co-funding support.
  • Allocate funds to cover future objectives.
  • Oversee budget execution, funds allocation, and funds control.

Requirements

  • U.S. Citizenship or proof of being a U.S. National is required.
  • 1 year of specialized experience equivalent to at least the GS-12 level in the Federal service.
  • Experience in all phases of the budget cycle including formulation, presentation, execution, modeling, and evaluation.
  • Ability to project/revise cost estimates for annual operating budgets.
  • Expertise in providing technical assistance with cost analysis and budget preparation/adjustments.
  • Experience in creating and implementing financial management system procedures to prevent overspending.
