About the position

The Budget Analyst position at the Department of Defense involves analyzing authorization and appropriation legislation, developing recommendations for resource management decisions, and preparing budget submissions to support national defense missions. The role requires a strong understanding of financial policies and budget execution within the context of Defense Working Capital Funds and involves collaboration with various stakeholders to justify and defend budget estimates and resource requirements.

Responsibilities

  • Analyze authorization and appropriation legislation for impact on assigned programs or funds.
  • Develop recommendations for Resource Management Decisions (RMDs) and financial policies.
  • Analyze and interpret agency/DOD/OMB budget and program guidance.
  • Review, compile, summarize, and prepare budget data contained in RMD/budget guidance.
  • Review, analyze, edit, and consolidate budget submission data.
  • Prepare specialized budget summary reports for submission to agency/OSD/OMB.
  • Prepare assigned portions of the command, agency, or Presidential budget and required supporting justification.
  • Attend briefings and conferences to justify and defend budget estimates and program/resource requirements.
  • Develop detailed programming and financial planning justification and documentation for inclusion in the Program Objectives Memorandum (POM) and Five Year Defense Program (PYDP) submissions.
  • Project impact on assigned business or program area and identify requirements shortfalls and trade-offs.

Requirements

  • Must be a U.S. Citizen.
  • At least one year of specialized experience equivalent to the GS-12 level in the Federal service.
  • Experience with budget formulation and budget execution within the context of a Defense Working Capital Fund (DWCF) or equivalent.
  • Possess competencies in Budget Administration, Budget Execution, Financial Management, and Financial Management Systems.

Nice-to-haves

  • Experience in a federal financial management environment.
  • Knowledge of DoD budget processes and regulations.
