About the position

The Budget Analyst position within the Planning and Budgeting Center of the Financial and Business Operations Directorate involves a range of budget formulation and execution functions that impact multiple operational and management programs. The role requires developing budget guidance, evaluating operational effectiveness, and providing detailed analyses of budget estimates. The analyst will assist in budget formulation, review justifications, and prepare documentation to support budget requests, ensuring compliance with directives and effective resource allocation.

Responsibilities

• Serve as a Budget Analyst in the Planning and Budgeting Center.
• Perform budget formulation and execution functions for multiple programs.
• Develop budget guidance and evaluate activities' operating effectiveness.
• Review and analyze budget input for conformance with directives.
• Prepare detailed analyses and critiques of budget estimates.
• Provide assistance and guidance on budget formulation and presentation.
• Review justifications and perform resource analyses.
• Prepare background data and documentation in support of budget requests.
• Provide recommendations and identify concerns related to budget submissions.

Requirements

• One year of specialized experience related to budget analysis.
• Experience monitoring, reviewing, and analyzing budget execution.
• Ability to determine funding ceilings and allocate funds among offices.
• Experience recommending actions on funds requests and managing program funds.
• Knowledge of proper accounting records to track fund status.
• Experience conducting fiscal reviews of proposed obligations.
