About the position

The Budget Analyst position at the Department of Health and Human Services, specifically within the Purchased and Referred Care Department of the Woodrow Wilson Keeble Memorial Hospital, involves performing routine budget analysis assignments. The role requires applying established budget principles and concepts, as well as providing claims adjudication. The analyst will prepare reports, review budget submissions, maintain databases, and support managers in the budget formulation process.

Responsibilities

  • Prepare recurring and special reports and presentation materials documenting the status of funds, expenses, and obligations.
  • Contribute to complex reporting requirements originating from the Office of Management and Budget (OMB), the Department, and Congress.
  • Review agency and office budget submissions and obligating documents for reasonableness, accuracy, and conformance with procedures and guidelines.
  • Maintain complex databases, registers, and other accounting/tracking systems to monitor and track obligations, expenditures, and the flow of funds.
  • Ensure fund availability for processing obligating documents.
  • Perform regular analysis of obligations and expenditures to ensure required limitations are observed, identify cost trends, and assist in the development and allocation of funds.
  • Support managers and program staff in the budget formulation process by researching and compiling background and historical data to assist in the development of budget estimates and justifications.
  • Work with managers in the development of annual work plans and schedules for the execution of approved budgets.
  • Recommend programming and adjustments to work plans to account for changes in funding levels, program priorities, and unanticipated expenses.

Requirements

  • U.S. Citizenship is required.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Successful completion of a full 4-year course of study in any field leading to a bachelor's degree from an accredited college or university.
  • One year of specialized experience equivalent to at least the GS-07 grade level in the Federal service.
  • Experience in planning, creating, and reviewing reports using an automated financial data system.
  • Experience checking the accuracy and adequacy of budget justification data submitted in support of budget estimates or requests for allotments.
  • Experience researching, identifying, and clarifying discrepancies during monthly reconciliations and making necessary corrections.
