As a Budget Analyst at the GS-0560-9/11/12/13 level within the Department of Defense, you will be responsible for a variety of technical, administrative, and analytical duties related to the formulation, justification, presentation, execution, and review of the Agency's appropriations. This includes managing budgets for Operations and Maintenance, Defense-Wide (O&M), Research, Development, Test and Evaluation, Defense-Wide (RDT&E), Former Soviet Union Threat Reduction (FSUTR), Procurement, Defense-Wide (P, DW), and Military Construction (MILCON). You will provide oversight and support for a comprehensive range of budget functions, utilizing your expert knowledge of budget and program principles, policies, procedures, concepts, standards, terminology, financial management, and business operation systems to execute assignments and projects effectively. Your role will involve participating in monthly and quarterly execution review processes, where you will provide budget execution input and analysis, monitor the execution of Agency Directorate funds, and report the execution status to the applicable Program Manager and Directorate Leadership. You will establish and maintain automated contact with Program Managers and Directorate Leadership to facilitate the two-way flow of technical and programmatic data on all assigned programs. Additionally, you will evaluate financial plans developed in conjunction with Program Managers to ensure consistency with program baselines and requirements, and you will be responsible for receiving fund control documents and distributing funds appropriately while ensuring proper administrative and statutory controls. Utilizing automated systems such as the Defense Agencies Initiative (DAI), you will reflect changes in fund status and ensure that all budgetary actions comply with established guidelines and regulations. This position requires a strong analytical mindset, attention to detail, and the ability to communicate effectively with various stakeholders to support the financial health of the Agency's programs.
