About the position

The Budget Analyst position is located in the Comptroller Division of the National Park Service, specifically within Interior Region 2. The role involves serving as the Lead Budget Analyst for various funding sources, including the Great American Outdoor Act Legacy Restoration Fund. The analyst will be responsible for financial planning, monitoring obligations, and ensuring compliance with laws and guidelines related to budget management. This position requires effective communication across multiple organizational levels and the ability to provide training and guidance on financial matters.

Responsibilities

  • Serve as Lead Budget Analyst for the Great American Outdoor Act Legacy Restoration Fund and other fund sources.
  • Extract data and prepare in-depth analysis using financial management systems to monitor obligations by fund sources, projects, and programs.
  • Provide financial planning advice to leaders and prepare reports to assist in budget development and execution.
  • Monitor and oversee assigned funds to ensure compliance with laws and guidelines regarding funding advice and program allocations.
  • Review, analyze, and take action on requests for adjustments in allocations and transfers of funds.
  • Work with customers to develop solutions to financial or budget problems.
  • Determine appropriateness of obligations against a fund and ensure compliance with policies and laws.
  • Draft procedural instructions related to financial matters such as payment processes and obligation guidelines.
  • Develop budgeting methods for multiyear funds to ensure project planning and continuity.
  • Oversee the revision and evaluation of required reports and documents, and supervise contractual operations.
  • Communicate effectively across multiple levels of the organization.
  • Serve as a consultant and advisor in all phases of budget and financial management matters.
  • Conduct trainings and create training materials as needed.

Requirements

  • U.S. Citizenship required.
  • Appointment subject to background investigation and favorable adjudication.
  • Meet Selective Service Registration Act requirement for males.
  • Valid driver's license required for operating a government vehicle.
  • Must complete a one-year probationary period if new to Federal government or supervisory role.
  • Ability to travel overnight away from home up to 5 nights per month.
