About the position

This position is located within the Department of Commerce (DOC), specifically within the National Oceanic and Atmospheric Administration (NOAA), Office of Oceanic and Atmospheric Research (OAR), Global Ocean Monitoring and Observing (GOMO). The role of the Budget Analyst involves a comprehensive range of responsibilities centered around budget management and analysis. As a Budget Analyst, you will be tasked with identifying, analyzing, and resolving complex budgetary problems, which may involve developing alternative solutions that balance conflicting goals and objectives. You will perform the full range of budgetary functions and duties throughout all phases of the budget process, which includes detailed budget analysis and reporting, as well as overseeing and completing the year-end closeout process. In this role, you will analyze and evaluate continual changes in program plans and funding, developing recommendations for financial and/or budgetary actions. You will serve as an expert advisor to management officials regarding trends toward over- or under-obligation of funds, providing recommendations for the approval or disapproval of funding requests. Additionally, you will interpret, coordinate, and develop budget policies, procedures, and guidance, applying budgetary rules, regulations, principles, and procedures for program activities. You will also identify opportunities for process improvements within the budgetary processes, policies, and procedures. Furthermore, as a Contracting Officer's Representative (COR), you will oversee grants and contracts, evaluating and advising on the organization, methods, and procedures for providing administrative support in the areas of budget monitoring and execution, as well as grant and contract administration. This position requires a strong understanding of budgetary practices and the ability to navigate complex financial landscapes effectively.

Responsibilities

Requirements

  • Applicants must be U.S. Citizens.
  • Suitable for Federal employment, as determined by background investigation.
  • Must be registered for Selective Service, if applicable.
  • A one-year probationary period may be required.
  • Payment of relocation expenses is not authorized.
  • Payment of recruitment incentives or relocation incentives may be authorized for current federal employees only.
  • A background investigation will be required for this position.
  • Continued employment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication.
  • The incumbent is expected to obtain/maintain COR Level II certification within 18 months.
  • Specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.
