About the position

The Budget Analyst position at Public Health Solutions is a critical role within the Division of Disease Control at the New York City Department of Health and Mental Hygiene (NYC DOHMH). This position is grant-funded and will conclude in November 2027. The selected candidate will be responsible for supporting the coordination of the ELC and PHI Infrastructure grant portfolio, which is essential for monitoring progress toward grant milestones and facilitating budget changes. The role requires collaboration with various staff across the Division and Agency to ensure effective fiscal management activities, including managing budgets, budget reporting, and processing payments. The Division of Disease Control is dedicated to preventing infectious disease illness and death in New York City. The Budget Analyst will assist in maintaining the Division's Personnel Services and Other than Personnel Services budget, updating internal budgeting systems, and monitoring spending. This includes reviewing budgets and budget modifications submitted by programs, making recommendations for changes, and processing journal entries and expense adjustments. The role demands strong organizational skills, attention to detail, and the ability to work in a dynamic environment with multiple stakeholders. The ideal candidate will possess a Bachelor's degree and a minimum of three years of relevant work experience, particularly in project management and fiscal analysis. Proficiency in Microsoft applications, especially Excel, is essential, as the role involves extensive data analysis and budget tracking. The candidate should be proactive, self-motivated, and capable of working effectively in teams while managing multiple timelines and priorities. Public health experience is preferred but not mandatory.

Responsibilities

  • Assist in maintaining the Division's Personnel Services and Other than Personnel Services budget.
  • Assist in updating internal budgeting systems and monitoring spending and update internal trackers.
  • Review budgets and budget modifications submitted by programs and process modifications in the city's Financial Management System (FMS).
  • Make recommendations to program representatives for changes and corrections of errors.
  • Review statistical budgetary data submitted by contract agencies.
  • Review Journal Entries and Expense Adjustments submitted by programs and submit to processing unit.
  • Assist in ad-hoc requests from programs and within the Disease Control division.

Requirements

  • Bachelor's degree with a minimum of 3+ years of work experience.
  • Prior project management experience.
  • Strong oral and written communication skills.
  • Strong organizational skills and ability to multi-task.
  • Proficiency in Microsoft applications, including Teams and Visio.

Nice-to-haves

  • Bachelor's degree in accounting, Finance, Economics, or Business.
  • Previous experience with budgets and accounting.
  • Excel skills (v-lookups/PIVOT tables).
  • Analytical skills and attention to detail.
