About the position

The Budget Analyst position at Noblis is a critical role aimed at supporting the federal government in managing its financial resources effectively. The successful candidate will be responsible for developing and monitoring budgets, specifically for Information Technology and other projects for a Federal Government Client. This role requires a strong analytical mindset and the ability to communicate financial information clearly and effectively. The Budget Analyst will gather data from various financial and contract systems, consolidating invoice data to provide a comprehensive view of project financial status. Excellent spreadsheet skills are essential, as the analyst will utilize advanced Excel functions to assist in the analysis and presentation of financial data. In addition to budget development, the Budget Analyst will forecast expenditures, conduct variance analysis, and explain financial changes to management. A solid understanding of information technology-related costs is preferred, as this knowledge will aid in the accurate assessment of project budgets. The role also involves interviewing clients to define budget requirements, developing cost estimates, and addressing any data issues that may arise. The analyst will design and prepare reports that convey the financial status of IT projects, facilitating informed decision-making. The position also includes responsibilities related to the procurement process, where the Budget Analyst will interact with Supply Management to facilitate the acquisition of necessary equipment and services. This multifaceted role requires a combination of technical skills, problem-solving abilities, and strong interpersonal skills to navigate various business situations effectively.

Responsibilities

  • Develop and monitor budgets for Information Technology and other projects for a Federal Government Client.
  • Gather data from financial and contract systems and consolidate invoice data.
  • Utilize advanced Excel functions to analyze and present project financial status.
  • Forecast expenditures, estimates to complete, and estimate at completion.
  • Conduct variance analysis and explain financial changes to management.
  • Apply consulting and interpersonal skills to a wide range of business situations.
  • Interview clients to define budget requirements and develop cost estimates.
  • Design and prepare reports that convey the financial status of IT projects.
  • Facilitate the procurement process for equipment and services and interact with Supply Management.

Requirements

  • Bachelor's degree in Business Administration, Finance, Economics or related fields with a minimum of 3 years of related experience.
  • Strong Microsoft Excel experience and capabilities required.
  • Experience establishing, monitoring, forecasting and reporting project budgets.
  • Strong analytical and problem-solving skills.
  • Knowledge of basic accounting principles.
  • Strong communication and writing skills, with the ability to solve problems independently and meet deadlines.
  • Ability to work in a fast-paced and dynamic environment.
  • Professional work attitude and ability to communicate openly with management and coworkers.

Nice-to-haves

  • Knowledge and experience in procurement, consulting, and Information Technology preferred.
  • Knowledge of the software development lifecycle desirable.
  • Experience working for a government agency or contractor is preferred.
