About the position

The Budget Analyst position within the Department of the Treasury's Large Business and International (LB&I) Division is a critical role that involves evaluating, reviewing, and monitoring resource justifications, allocations, and usage for assigned program areas. The analyst will focus on ensuring compliance with the Division's business plan, the IRS strategic plan, and performance measures. This position requires a thorough analysis of resource needs, usage, and key budget issues, with the analyst expected to identify and respond to budgetary challenges within their assigned areas. In this role, the Budget Analyst will conduct research and analysis on budgetary and financial issues, developing and reviewing resource proposals for Division programs. They will coordinate budget submissions and justifications, working closely with the Chief Financial Officer to facilitate responses to Treasury, OMB, and Congressional staff regarding financial plan resource matters. The analyst will also provide technical advice on the status of budget submissions, reviewing changes and assessing the impact of budget cuts or legislative changes on programs. This position offers career progression opportunities, allowing individuals to be non-competitively promoted as they gain experience and demonstrate their capabilities. For instance, a candidate may start at a GS-05 level and have the potential to advance to a GS-11 level within three years, depending on performance and available positions.

Responsibilities

  • Evaluate, review, and monitor resource justifications, allocations, and usage for assigned program areas.
  • Provide periodic analysis of resource needs, usage, and key budget issues.
  • Identify and respond to budget issues within assigned areas.
  • Research and analyze budgetary and financial issues concerning assigned program areas.
  • Develop, review, and analyze resource proposals on Division programs.
  • Coordinate budget submissions and justifications with the Chief Financial Officer.
  • Facilitate Division responses to Treasury, OMB, and Congressional staff regarding financial plan resource matters.
  • Provide technical advice on the status of budget submissions and assess program impact of budget cuts or legislative changes.

Requirements

  • Three years of general experience, one year of which was equivalent to GS-04 level in the Federal service, or a four-year degree in any field of study.
  • For GS-07 level: One year of specialized experience equivalent to GS-05 level, including experience with basic analysis, budget techniques, and effective communication.
  • For GS-09 level: One year of specialized experience equivalent to GS-07 level, including experience with budget formulation, financial reviews, and data interpretation.
  • For GS-11 level: One year of specialized experience equivalent to GS-09 level, including experience with budgetary issues, resource proposals, and financial reviews.
  • For GS-12 level: One year of specialized experience equivalent to GS-11 level, including experience with the federal budget process and analytical techniques.
