About the position

The Budget Analyst position at ARServices involves managing and analyzing funding solutions for a Department of Defense (DoD) customer, specifically within the context of research, development, test, and evaluation (RDT&E) portfolios. The role requires the candidate to provide advisory services, develop financial management products, and support various financial analysis activities to ensure effective budget execution and compliance with financial policies.

Responsibilities

  • Prepare financial plans and monitor implementation of financial policies.
  • Prepare regular and special purpose reports and maintain historical records.
  • Analyze trends, establish cost rates, and personnel forecasts.
  • Recommend and interpret budgetary policies and procedures.
  • Prepare comparative evaluations of actual costs against budgeted funds and determine rationale for variances.
  • Use the DTRA Consolidated Acquisition Tool (CAT) to construct and receive approval for Purchase Request (PR) packages.
  • Provide support for external financial audits.
  • Support the Financial Analysis team in programmatic and project integration functions.
  • Assist in budget management execution activities including portfolio to project budget formulation and analysis.
  • Support weekly budget meetings to review program execution and coordinate with the customer.

Requirements

  • Active/current TS/SCI clearance is required.
  • Bachelor's degree in Economics, Finance, Accounting, or a related discipline with 10-15 years of experience; or a Master's degree with 10-12 years of experience; or a Doctorate with 8-10 years of experience.
  • Demonstrated success with multi-year fiscal planning and execution.
  • Ability to communicate effectively and manage multiple tasks simultaneously.
  • Proficiency with Microsoft products: Word, Excel, PowerPoint, Skype, Teams, Access, and Project or MS Visio.

Nice-to-haves

  • Experience with DTRA or DoD RDT&E budget planning and management.
  • Familiarity with DoD Procurement Integrated Enterprise Environment (PIEE) tools.
  • Defense Acquisition Workforce Improvement Act (DAWIA) certification or Finance related Defense Acquisition University (DAU) training.
  • Certified Defense Financial Manager.
