About the position

This position is located in a Bureau of Land Management office in Roseburg, OR, and is focused on performing analytical, technical, and administrative duties related to the formulation, execution, and monitoring of budgets in accordance with established policies and procedures. The role is designed to support the district's strategic planning for both short- and long-term budgetary needs. The Budget Analyst will be involved in budget formulation for proposed and actual expenditures, analyzing and reporting budget details for each program area, and ensuring that the budget execution aligns with the Bureau's strategic goals. The Budget Analyst will engage in the annual budget process, which includes monitoring and tracking all areas of the budget process, such as labor costs and transfers from other agencies. This position requires meeting quarterly budget performance targets and utilizing performance tracking systems like the Performance Management Database System (PMDS). Additionally, the analyst will assist district staff in understanding the budget process and may provide training as necessary. The role also involves participation in policy development, organizing district responses to proposals from state offices and headquarters, and conducting audits and risk assessments as needed. This position is developmental in nature when filled below the full performance level, and promotion to the full performance level is contingent upon satisfactory performance and the availability of higher-level work. The salary range for this position varies based on the grade level, with GS-07 ranging from $49,025 to $63,733, GS-09 from $59,966 to $77,955, and GS-11 from $72,553 to $94,317.

Responsibilities

  • Strategic planning for short- and long-term budget planning on the district.
  • Budget formulation for proposed and actual expenditures for current and future activities.
  • Analyzing and reporting budget details for each program area.
  • Monitoring and tracking all areas of the budget process, including labor costs and transfers from other agencies.
  • Ensuring that fund expenditures meet BLM strategic planning goals and do not exceed authorized spending limits.
  • Meeting budget performance quarterly targets and monitoring performance tracking systems such as PMDS.
  • Assisting district staff to understand the budget process and providing training when necessary.
  • Participating in policy development and organizing district responses to state office and HQ proposals, audits, and risk assessments.

Requirements

  • GS-07: One year of specialized experience comparable to GS-05 level in the Federal service, or one full year of graduate level education related to this position, or a combination of experience and education.
  • GS-09: One year of specialized experience comparable to GS-07 level in the Federal service, or a master's degree or equivalent graduate degree related to this position, or a combination of experience and education.
  • GS-11: One year of specialized experience comparable to GS-09 level in the Federal service, or a Ph.D. or equivalent doctoral degree related to this position, or a combination of experience and education.
