About the position

The Budget Analyst position within the Department of the Treasury's Large Business and International (LB&I) Division is a critical role that involves evaluating, reviewing, and monitoring resource justifications, allocations, and usage for assigned program areas. The analyst will focus on ensuring that these activities conform to the Division's business plan, the IRS strategic plan, and performance measures. This position requires a thorough understanding of budgetary processes and the ability to analyze financial data to identify key budget issues and resource needs. In this role, the Budget Analyst will conduct periodic analyses of resource needs and usage, responding to budget issues within assigned areas. The analyst will also assess the financial impact of management decisions on budget programs, providing technical advice and assistance regarding budget submissions. This includes developing and coordinating budget submissions and justifications, as well as liaising with the Chief Financial Officer to facilitate responses to Treasury, OMB, and Congressional staff regarding financial plan resource matters. The position offers career progression opportunities, allowing individuals to advance non-competitively as they gain experience and meet the necessary qualifications. For example, an individual may start at a GS-05 level and progress to a GS-11 level within a few years, depending on performance and experience. This role is essential for ensuring that the IRS effectively manages its financial resources and adheres to federal budgetary regulations.

Responsibilities

  • Evaluate, review, and monitor resource justifications, allocations, and usage for assigned program areas.
  • Provide periodic analysis of resource needs, usage, and key budget issues.
  • Identify and respond to budget issues within assigned areas.
  • Assess the financial impact of management decisions on budget programs.
  • Research and analyze budgetary and financial issues concerning assigned program areas.
  • Develop, review, and analyze resource proposals on Division programs.
  • Coordinate budget submissions and justifications with the Chief Financial Officer.
  • Provide technical advice and assistance on the status of budget submissions.

Requirements

  • Three years of general experience, one year of which was equivalent to GS-04 level in the Federal service, or a four-year course of study leading to a Bachelor's Degree in any field.
  • For GS-07 level: 1 year of specialized experience equivalent to GS-05 level, or Superior Academic Achievement (SAA) qualifications.
  • For GS-09 level: 1 year of specialized experience equivalent to GS-07 level, or a Master's degree in a related field.
  • For GS-11 level: 1 year of specialized experience equivalent to GS-09 level, or a Ph.D. in a related field.
  • For GS-12 level: 1 year of specialized experience equivalent to GS-11 level, with specific experience in federal budget processes and financial analysis.
