About the position

The Budget Analyst position at the New York City Department of Health and Mental Hygiene involves a critical role within the Bureau of Budget in the Division of Finance. The NYC Health Department, established in 1805, is the oldest and largest health department in the United States, dedicated to protecting and improving the health of all New Yorkers. As a Budget Analyst, you will be part of a team that plays a vital role in managing the agency's budget, which includes Personnel Services and Other than Personnel Services budgets. Your work will directly impact the department's ability to deliver essential health services and programs to the community. In this role, you will assist in maintaining and updating internal budgeting systems, monitoring spending, and reviewing budgets and modifications submitted by various programs. You will be responsible for making recommendations to program representatives regarding necessary changes and corrections to budgetary errors. Additionally, you will review statistical budgetary data submitted by contract agencies and prepare fiscal summary reports and analyses. Your research will help identify the programmatic implications of proposed policies and assess the impact of contracts. This position requires a keen analytical mind and the ability to develop and implement new policies and procedures that align with the agency's strategic priorities, which include addressing chronic diseases, mental health issues, and the health impacts of climate change. This position is open to permanent employees in the title and those reachable on the Economist Civil Service List/Exam No. 3044, and it offers a salary range of $61,206.00 - $70,387.00.

Responsibilities

  • Assisting in maintaining the Division's Personnel Services and Other than Personnel Services budget.
  • Assisting in the updating of internal budgeting systems and monitoring spending.
  • Reviewing budgets and budget modifications submitted by programs.
  • Making recommendations to the program representatives for changes and corrections of errors.
  • Reviewing statistical budgetary data submitted by contract agencies.
  • Preparing fiscal summary reports and analyses.
  • Researching the programmatic implications of proposed policies.
  • Identifying impact of Contracts.
  • Assisting in the development and implementation of new policies and procedures.

Requirements

  • A master's degree from an accredited college or university in economics, statistics, finance, management, business administration, public administration, public policy or related field; or
  • A baccalaureate degree from an accredited college or university, including or supplemented by 24 semester credits in one or more of the course areas of economics, statistics, finance, management, mathematics, business administration, public administration, and public policy, 12 semester credits of which must have been in economics; and one year of satisfactory full-time experience in one or more of the fields of finance; economic, fiscal or statistical research; policy analysis; or quantitative, business, market or financial analysis.
