About the position

The Budget Analyst for the VISN 15 (VA Heartland Network) plays a crucial role in assisting the Chief Financial Officer and Network Director with the daily operations and execution of the VISN budget. This position involves a variety of administrative and analytical tasks related to the formulation, justification, presentation, and review of the budget, ensuring compliance with policies and guidelines while supporting the financial health of the network.

Responsibilities

  • Assist in the formulation, presentation, and execution of the budget and target allowances for VISN 15.
  • Review, analyze, and edit budget estimates and requests for funds submitted by managers for accuracy and compliance with budgetary policies.
  • Perform analysis of workload and budget data to identify trends and make recommendations.
  • Prepare bi-weekly FTE reports, daily fiscal reports, and other reports as needed by network management.
  • Coordinate network-wide financial activity with VAHQ and network management.
  • Prepare funding transfers via computer with VAHQ Office of Resource Management as needed.
  • Conduct reviews and analysis of non-VA drawing accounts and non-VA provided care as requested by the Chief Financial Officer.
  • Draft analyses examining the impact of new or revised legislation on the Department's budget.
  • Conduct special studies and design survey instruments to collect information and provide analysis.
  • Interact frequently with the VHA Business Office and VISN Service Support Center to facilitate service provision.

Requirements

  • One year of specialized experience equivalent to at least GS-11 for GS-12 level applicants.
  • Experience applying budgeting and pricing concepts, principles, processes, laws, and regulations.
  • Experience providing management with advice on manpower and budgetary matters affecting program objectives.
  • Experience utilizing budget processes and procedures to formulate, justify, and monitor budget execution.
