About the position

The Budget Analyst position at Swingtech Consulting, Inc. is a hybrid role based in Washington, DC, requiring a Secret Security Clearance. The role involves utilizing various financial management systems to process, monitor, and analyze financial data, ensuring compliance with federal appropriations law and budget execution processes. The analyst will work closely with program managers and upper management, producing clear documentation and collaborating with team members to resolve execution issues.

Responsibilities

• Utilize the Global Financial Management System (GFMS), Regional Financial Management System (RFMS), and other financial systems to process, monitor, and analyze financial data.
• Create and update complex spreadsheets in Microsoft Excel to present financial results.
• Analyze financial reporting and provide accurate results.
• Familiarity with certification of payments for Grants and Contracts.
• Produce clear, concise documentation, including the development of Standard Operating Procedures.
• Collaborate with team leads and other budget analysts to identify and resolve day-to-day execution issues.

Requirements

• Secret Security Clearance required.
• Advanced level skills in Microsoft Excel.
• Knowledge of the budget execution process, including funding contracts, invoicing, and variance analysis.
• Strong written communication skills.
• Strong interpersonal and presentation skills.

Nice-to-haves

• Familiarity with Program Management budgeting and Overseas Financial Management Systems.
• Familiarity with Government budgeting and accounting, including federal appropriations law and contracts.
• Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM) certification preferred.
• Proficiency in PowerBI.
