About the position

Leidos is seeking a highly skilled Budget Analyst to support the National Nuclear Security Administration (NNSA) Office of Defense Programs, specifically within the Production Modernization Office (NA-19). This full-time position is based in Washington, DC, and requires an active DOE Q or DOD Top Secret clearance. The successful candidate will play a crucial role in the planning, programming, budgeting, and evaluation (PPBE) processes, leveraging their expertise to assist Federal Program Managers in overseeing programmatic work scopes effectively. In this role, the Budget Analyst will provide Federal Program Managers with accurate and timely budget analyses, essential for informed decision-making and responding to urgent inquiries from NNSA, the Secretary of Energy, and other senior officials. Responsibilities include preparing comprehensive program cost and budget documentation for multiple fiscal years, which involves developing complex spreadsheets and creating program planning and budget briefings. The analyst will draft work authorizations and funding program documentation, as well as issue papers that outline project outcomes and benefits related to national defense missions at security laboratories and nuclear weapon production facilities. Additionally, the Budget Analyst will be responsible for preparing financial inputs for various planning documents, including implementation plans and Reports to Congress. They will analyze and present budget justifications to senior management and external organizations, such as Congress and the Office of Management and Budget. The role also involves providing program management support by coordinating and evaluating program execution plans, tracking milestones, and ensuring timely submissions of programmatic deliverables. The analyst will assist in non-budget deliverables, such as program briefings and review meetings, as needed.

Responsibilities

  • Provide Federal Program Managers with clear, concise, accurate, and timely budget analyses and information.
  • Prepare program cost and budget documentation covering several budget fiscal years.
  • Develop complex spreadsheets and program planning & budget briefings.
  • Draft work authorizations and approved funding program documentation.
  • Prepare financial inputs for implementation plans, program plans, and Reports to Congress.
  • Analyze, format, and present budget justifications to senior Federal management and external organizations.
  • Provide program management support in the preparation, coordination, evaluation, review, and analysis of program execution plans.
  • Track, monitor, and report on program-specific milestones and updates of annual performance measures.
  • Assist Federal Program managers with tracking and facilitating programmatic action items and deliverables.
  • Provide input and support to non-budget deliverables as requested.

Requirements

  • Active DOE Q or Active DOD Top Secret clearance, with current investigation.
  • Bachelor's degree in program management, finance-related, accounting, or science discipline.
  • 4+ years of related program/budget analysis experience.
  • Excellent written and verbal communication skills with experience in developing briefings for senior management.
  • Staff experience in military, government, or corporate enterprise and/or interagency experience.

Nice-to-haves

  • Expertise with DOE or DOD planning, programming, budgeting and evaluation (PPBE) systems, i.e., FormEX, COSTEX, etc.
  • Nuclear weapon program experience.
  • Knowledge of earned value management and program management/scheduling tools and techniques.
