About the position

Mayvin, Inc. is seeking an experienced Acquisition Budget Analyst to provide Advisory and Assistance Services (A&AS) support to the Department of Homeland Security (DHS) Counter Weapons of Mass Destruction Office (CWMD). The role involves developing and managing budgets, performing financial analysis, and ensuring compliance with federal acquisition processes. The analyst will work closely with various stakeholders to support budget formulation, execution, and reporting, contributing to national security efforts against weapons of mass destruction.

Responsibilities

  • Develops, coordinates, integrates, and tracks annual budgets and spend plans.
  • Performs budget execution and financial monitoring, oversight, and status reporting.
  • Conducts financial analysis of obligations, expenses, and funding availability to develop projections/forecasts.
  • Uses DHS/CWMD financial and contract management systems to gather, consolidate, and analyze data.
  • Performs quality checks of financial and contract management systems database information.
  • Supports budget formulation and justification by assisting programs/projects with resource allocation plans.
  • Provides assistance in drafting, coordinating, and reviewing procurement documentation.
  • Tracks planned Procurement Request (PR) packages from submission to award.
  • Assists Contracting Officer Representatives (CORs) with maintaining COR files and tracking contracts.
  • Prepares and presents briefs and financial reports to Program Managers and Senior Leaders.
  • Develops Standard Operating Procedures (SOPs), checklists, forms, and other tools to improve financial management.
  • Facilitates communication and collaboration between SSD Divisions/Programs/Projects and other offices.

Requirements

  • Bachelor's degree and 6+ years of financial management/budgeting experience.
  • 3+ years of experience working with Federal Acquisition Programs; 8+ years preferred.
  • Basic understanding of federal acquisition and contracting processes/policies/regulations.
  • Expert knowledge and experience using Microsoft Excel, especially with complex spreadsheets.
  • Strong Microsoft Office skills.
  • Strong attention to detail and organizational skills.
  • Strong analytical and problem-solving skills.
  • Excellent communication skills, both written and verbal.

  • Active Secret Clearance
  • Bachelor's degree and 10+ years of financial management/budgeting experience with DHS and/or DoD acquisition programs.
