About the position

The Budget Analyst position at the State of Florida involves assisting in the planning and development of budget-related activities for the Division of Real Estate Development & Management (REDM). The role includes responsibilities such as monitoring and reconciling budgets, preparing legislative budget requests, and implementing financial planning initiatives. The analyst will work closely with the Chief of Business Support Services and other program management to ensure effective budget management and compliance with statutory responsibilities.

Responsibilities

  • Allocating, monitoring, and reconciling REDM's approved operating budget.
  • Developing, preparing, coordinating, and integrating the Facilities Program Legislative Budget Requests for REDM.
  • Preparing and documenting amendments to approved budgets and supporting justifications for budgetary needs.
  • Performing budgetary tasks to assist the REDM Chief of Business Support Services and Financial Management Administrator.
  • Coordinating the development and implementation of the Performance Based Program Budgeting initiative for the division.
  • Implementing budgets for REDM projects, including planning and forecasting fund releases.
  • Developing plans for comprehensive financial planning and programming, including revenue and expenditure forecasting.
  • Ensuring all Fixed Capital Outlay (FCO) appropriations are balanced in the TRIRIGA System.
  • Monitoring FLAIR reports to verify appropriations, disbursements, and funding sufficiency.
  • Acting as a liaison between the Bureau of Business Support Services and the Division of Finance and Administration.
  • Assisting program areas in comparing actual performance with original plans and revising plans as necessary.
  • Making recommendations to leadership for effective resource allocation based on statutory responsibilities.
  • Providing assistance to agency officials to promote efficient accomplishment of operating objectives.

Requirements

  • A bachelor's degree from a college or university.
  • A minimum of three years of experience in budgeting, financial management, or a related field.
  • Two years of FLAIR transactional experience.
  • Reconciliation experience.
  • Experience with Microsoft Excel.

Nice-to-haves

  • Experience with spend plans.
  • Experience with legislative budget requests and Long-Range Program Planning.
  • Experience with revenue and expenditure forecasting.
  • Experience developing and monitoring an organization's budget.
