The Budget Analyst position is a mid-management role within the Finance Department of the City of Glendale, designed to analyze, implement, and research programs related to the City's budget. This position operates under general direction and is expected to ensure that departmental services are delivered with exceptional customer service and adhere to the highest ethical standards. The Budget Analyst will provide technical assistance to various departments in formulating budgets, monitor budgets for different city departments, and act as the primary liaison for budget and accounting-related matters. Key responsibilities include performing budget projections and variance analyses, conducting fiscal analyses, and assisting in the preparation of the annual adopted budget and the Capital Improvement Project (CIP) budget. The analyst will also ensure compliance with the Government Finance Officers Association standards and other relevant requirements for document submissions. The role involves analyzing changes in services and their impacts on fees and charges, as well as assisting in the development and review of budgeted revenue estimates and fund sheets for both preliminary and final budgets. The Budget Analyst will participate in the review and analysis of departmental budget estimates and contribute to the development of the city’s overall budget. This includes performing revenue analyses, researching legislation related to revenues and expenditures, and preparing a variety of financial analyses, forecasts, and reports using software such as Excel, Word, PowerPoint, and PeopleSoft. The position also requires instructing other personnel and the public on the elements of the City’s budget and fiscal policies, as well as assisting in special projects related to policy development and financial procedures. Additionally, the Budget Analyst will be responsible for analyzing and preparing costing estimates to assist in labor negotiations, coordinating the development of the city-wide cost allocation plan, and may supervise subordinate employees. The role demands a commitment to ensuring that all duties are performed safely and efficiently, and it may involve driving on City business as necessary. The position is subject to a one-year probation period and requires a proactive approach to problem-solving and teamwork.
